Welcome to the website for the Harriman Campus
redevelopment initiative, which is creating a
regional economic engine for New York State’s
“Innovation Economy”.
In November of 2007, a new plan for the redevelopment of
the Harriman State Office Campus was unveiled, one that
accelerates the timetable for private sector
involvement, reduces state expenditures, better
aligns the campus with area “tech” development and
complements, rather than competes with, the seven
“tech parks” in the surrounding area.
The new plan furthers the Governor’s Upstate
economic development strategy of supporting industry
clusters, cluster development, university technology
transfer to the private sector and smart growth. The
330-acre Harriman Campus’s adjacency to the
University at Albany’s main campus, the University’s
College of Nanoscale Science and Engineering and the
growing SEMATECH complex, make it one of the most
valuable and underdeveloped locations in the region.
The preexisting transportation infrastructure,
existing day care facilities, and available land for
development make Harriman a prime site for putting
the Governor’s Upstate Economic Policy into action.
The Major focus of the new plan focuses on the
following points:
• Emphasize adapting and reusing existing buildings,
which is more cost effective and environmentally
friendly than demolition and reconstruction.
• Works with the seven existing technical parks
within a 25-mile radius to complement their growth
rather than compete
• Provide a home for the administrative functions of
the University at Albany’s College of Computing and
Information.
• Calls for existing state employees to remain at
the site, providing cost savings to the State as
well as a base population to attract private retail
and commercial development.
• Shortens the time frame for development. Instead
of the original 20 years to demolish the site and
rebuild, this plan provides for new development
within a year.
• Ensures that the state will share in the profits
from the disposition of assets realized by a private
developer.
The ESDC subsidiary charged with Harriman
redevelopment (the Harriman Research and Technology
Development Corporation) has issued an RFQ (Request
for Qualifications) to the private sector
development community. This release follows six
months of discussions with local and national
developers about opportunities at the Harriman
Campus.
The Harriman Campus is a magnet for new investment
opportunities and enhances job development,
research, and entrepreneurship throughout the
Capital Region and New York’s greater 18-county
“Tech Valley”.
The redevelopment plan for the campus fosters growth
through a partnership of the New York State Office
of General Services, Empire State Development
Corporation, the University at Albany and the City
of Albany. These partners will work to secure
investment, manage the property and locate the
funding and incentives necessary to attract research
and development businesses that are vital to the
future of the campus. As the plan moves forward,
other public and private sector partners will be
invited to participate and lend their expertise. |
