BLUEPRINT FOR THE TRANSFORMATION OF
THE HARRIMAN STATE OFFICE CAMPUS
The development strategy for the Harriman Technology
and Research Park (HRTP) calls for a private/public
partnership to create infrastructure improvements to
transform the Harriman Campus from an 8 hour day, 5
day a week utilization to a 24-7 “Innovation
Community”. The proximity to the University at
Albany and the Nanoscale College and SEMATECH
Complex allows the Harriman Campus to become an
example of “Smart Growth”. It is expected that the
plan will result in significant private sector
investment and long-term economic benefits for the
greater Capital Region.
The HRTP will target a mix of tenants as well as
businesses working with technology developed at the
University at Albany. Collaboration with University
students, faculty and research facilities will
attract tenants seeking a university research park
environment to conduct their business.
The HRTP will be developed through a unique
partnership between Empire State Development, the
New York State Office of General Services, the
University, the City of Albany and future private
investors. The redevelopment will be accomplished by
ESD through its subsidiary, Harriman Research and
Technology Development Corporation. The
responsibility for relocating existing state agency
tenants and for maintaining those parts of the
Harriman campus not transferred to others remains
with OGS. The role of the University is to create
the attraction of science and technology based
tenants which will support the redevelopment. The
City will provide municipal services in the project
and in return will receive real property taxes
and/or PILOT payments
